Supposedly the developer originally wanted to use it so that they could have an external system for moderation, reports, and bans rather than doing it in house.

The link requirement was put on hold when their servers got fifty times the expected load. The plan was to eventually come back and phase it in when things were stable, and probably to be more careful about it.

Sony got mindful of their success and said they wanted it immediately. Number of PSN accounts go suddenly way up looks good to shareholders even if they don't understand what's behind it, and the more delay, the less the number goes up. Data harvesting may also have been a concern of theirs, but that's less clear. I'm sure they hoover up all the data they can get their hands on, but I don't know how much the Steam account link gets them.

Arrowhead said they should wait and do it with a more measured approach, Sony said lol no. Then things blew up after the announcement.

That's the longer version of the story as I understand it.

Any "reasonable" rationale was destroyed by them selling yhe game in regions they knew PSN doesn't support.

I'm unsure who was behind this side of it considering it was intended, but it absolutely should be called out. The waters are muddy about it being an absolute requirement. Certain sources stated originally that the PSN account was optional but after the declaration that it would become mandatory, they were changed.
