Like I said, I've seen people make such posts and get away with it, in certain situations, such as being on a smaller board where nobody would mark them, or being in a busier topic where it got overlooked. Your experience doesn't stack up to Allen straight up saying the meme was now allowed though. I remember it clearly because I found it amusing that it was now allowed seeing as I got banned for it a little while before. Should be somewhere around 2011-2012 that the change happened as I got hit for it in 2010 IIRC. And I'm talking about the specific "I am 12 and what is this" meme, not similar posts and such. ...
