Not only can it happen, it does happen. The Monarch is the one who dissolves Parliament. However, they only do so on the say so of the Prime Minister. Doing it without that say so would result in a constitutional crisis which would almost certainly be the end of the Monarchy. The Monarch has a lot of theoretical power, but the deal is that the Royal Family only gets to keep their position in exchange for not using it.
