A black bear will go further than the rated power value on the device would suggest against their mass because they startle easily and take to climbing when that happens. Even a grizzly rated propellant though is just an ant's fart because a propellant actually sufficient to move a grizzly would in fact send the user flying, and that led to lawsuits from users who failed to understand that they are still better off than if they had faced off that grizzly on their own two feet. They did survive to file the lawsuit after all.
