One is worse because it involves the US government assassinating American citizens. There's a little something in the US constitution that prohibits depriving a US citizen of life, liberty, or property without due process outside of clear and present danger situations (e.g. shooting a guy coming at you with a knife, breaking down a house that is on fire to rescue someone within, etc.) Non-citizens are not guaranteed a right to a fair trial.
