If your intent is to bring them in line with cultural values (ie Americans and Freedom) so they can better mold into their community, then I wouldn't call it the worst thing. Now obviously that can be manipulated to get them to believe in and justify horrific things, but that's different than just trying to have them fit into the community. If your goal is to have a puppet mouthpiece to further increase political control and especially with the intent of subjugating others then that's different and bad pretty regardless of the beliefs. --- The name is wackyteen for a reason.
