That seems unnecessary. Total eclipses are rare if you wait for them to come to you, but if you're willing to travel to another continent you can see one damn near every year.

Not everyone can afford to travel to see them. Also a lot of them will literally be over the ocean or in remote places so getting to see them will be more expensive then just flying to a major city. This doesn't even include places jacking up rates because of the increased volume of people. You also will need to take a lot of time off from work which a lot of people can't do for various reasons.
