No. Mobs' levels are marked as skull, red, orange, yellow, green, and grey. Skull mobs are much higher level than you and will probably oneshot you, yellow are around your level, and grey are far below your level with the other colors being the gradient between. Grey mobs give no experience.

You might be thinking of DoubleAgent, a guy who leveled his character to max using only herbalism and mining nodes.

And in typing this, I want to say I vaguely remember a dude maxing out with just boars, but he would have been traveling around to appropriately leveled zones to kill them, not just grinding level one board in Elwynn Forest.
