The in resolutions have failed due to bad political reasoning regarding language of the resolution, but the actual work behind the scenes has always been towards a pause in fighting. The reason the previous ones failed was because the US vetoed them. This is the first time the US calls for a sustained ceasefire in the UN, previously they only supported temporary humanitarian pauses at most. The shift in tone happened around a month ago.
