It should be reserved as a punishment for crimes where either other lives were taken/lost (ie mass murder or total reckless disregard of the consequence of your actions, like arson of an occupied building) or the continued existence of said individual poses an impermissible threat to society (ie treason). --- The name is wackyteen for a reason.
