Freedom to assemble in public forum yes. Not on privately owned land or domain.

Tiktok is corporate owned, imagine it as a place of business. Its not a public forum, you dont not have free speech on privately owned areas. Even here on gamefaqs you dont have free speech. This isnt the public forum, and if you dont abide by the rules of the owners you can be removed.

Being able to create a platform falls under free speech for the creators end as well.

For which there are limits and regulations like everything else, especially if those violate other laws.
