Youre twisting yourself in knots here. Displaying a flag at city hall refers to the manner, sure, but I thought you were talking about specifically the pride flag, not just any flag, because otherwise why would you mention the particular type of flag? Perhaps I misunderstood you. Restrictions on flying any flag at the steps of city hall is a type of place and manner restriction, but there are three prongs to the test I mentioned earlier. This general flag ban in your hypothetical would not pass the second prong of such a test. A specific ban on the pride flag would not pass the first prong.

Do you have anything I could read about the internet being a traditional public forum, or do you not hold yourself to the same standard you demand of me in this discussion? Its the first interesting point youve made so far, and Id like to know where youre coming from.
