The internet becoming more affordable did unprecedented and irreparable damage to so many aspects of society but I'm a firm believer that accessing things like financial/government/education/healthcare services should be free of cost. Not sure how they'd implement that.

I legit can't tell if this was meant to be sarcastic, but on the off chance it isn't... nearly every public library has free access to the internet specifically so that people can access those things:

New data shows that 98.9 percent of all public libraries offer free public access to computers and the Interneta growth of more than 400 percent since 1996, when just one in four libraries did.

But if the government wants to stand up a government ISP to compete and offer it free to everyone I would say they should go right ahead. There's nothing stopping them.
