He's the best all around but Mannhunter has his powers but a few more. Captain Marvel is as strong as he is and magical. There are a few arguments for why him being impressive in all areas isn't a guaranteed win.
But I think the real reason he's the best isn't because of his powers but because he's the biggest boy scout and a man who will never give up on you or his allies turned murderer.
