"But the laws didn't specifically say they were targeted against certain groups" is also the defense of voter ID laws and we all see the precision at which they target which IDs are acceptable and which aren't and know the intended purpose of such laws. Them accidentally catching a few others is just a useful smokescreen of plausible deniability. Or "I didn't say any slurs" all while openly defending very specifically motivated laws that seemingly always disproportionately effect certain groups. --- Just because I have 99% of a heart doesn't mean it can't kill me.
