It's a bit trickier than usual because the person who actually made the allegations to the police was a relative that the fan was lying to. It doesn't seem to be clear what the actual fan said. Really it's the fuck up of the police and DA. They should have dropped it when they found no evidence at his house. Surely there was a way to verify this was all fake long ago.
