Thing is, this conversation doesn't happen. If you're dealing with someone who legit can't figure out whether to show up when the sun is up or down, that conversation is worst case going to go

"Let's meet at 8."
"AM or PM?"
"AM."
"Ok."

And if they really do struggle with time that much, using 24 hours time will not spare you this. The conversation just looks like this instead:

"Let's meet at 20."
"What time is that?"
"8 PM."
"Ok."
