Maybe they're embellishing, sure, but it's genuine arbitration. Arbitration is usually preferrable to litigation especially in small claims and is binding. The downside is that you can't back out of it once you agree to the arbitration. They get paid for their appearance too which is kinda cool. Even if you lose, technically you win.
