Yes.

Voyager was intended to be about the two crews having to work together and compromise. The drama between Starfleet and Maquis was originally supposed to be much more prominent, to the point that the Maquis crew weren't originally going to wear Starfleet uniforms, something that was walked back during filming the pilot. We didn't get any real conflict with the Maquis until a mediocre mind control episode in season 7.

There were also supposed to be consequences. The bioneural gel packs. The limited shuttles and torpedoes. All of it forgotten by season 3. Year of Hell was supposed to be a full season arc without time-travel shenanigans resetting the entire timeline.

And let's not forget why they brought on Jeri Ryan. Viewership was tanking and they decided to bring on sexy Borg lady. Fortunately, she became one of the best characters in Trek, but at the expense of the other characters on the show.

So yes. Voyager had to change its original premise, in multiple ways.
