I am not quite sure of your meaning, but the report concludes that Biden should not be charged for document mishandling, so I assume his attorneys will make use of that.

The part cited by TC without attribution of any kind is designed to further the GOP talking point that Biden is not mentally fit to be President. It is exactly the kind of irrelevant journey into nonsense I would expect from a man who made his name clerking for Rhenquist and serving as primary counselor to Rob Rosenstein.

Garland appointed Hur because he knew the GOP had nothing and wanted to cement that with an appointment that would not be challenged by the Right, I assume. But this mans bio certainly does not read as unbiased to me.
