Yes, and it's fucking absurd. Wyoming has 1 representative in the house for it's population of 576,851. California has 52 for it's 39 million people. Which is a ratio of 1 for every 750,000. Which is bullshit. Why should the ratio be different for every state? The cap should be removed on the house, and after every census we should take the state with the lowest population and use that number to determine how many seats a state should get.
