Tactics is usually surprisingly resilient. Everyone usually consolidates onto the one that is left and that character makes a top 20 run.
In that case, definitely XII. No one is trading for the strongest member, Balthier and look where he ended up. He's very well-liked, so he'll probably coast through the next five rounds or so, but without a regular willing to put some amount of effort around his survival he's doomed to go out before his other XII compadres and... I'm not sure of their chances. FF7 might be doomed for similar reasons (no regular support for anyone other than Barret/Zack) but it's not going to be doomed before XII.
