So there was talk a few rounds back about "true NPCs". I had intended to make a list about it, so here it is now. This is best by game (and honorable mention, if necessary):
FF1: Cid of the Lufaine
Though most of his story is via Dissidia and he is only added to FF1 post release versions, he is most likely the most developed character from the game.
FF2: Princess Hilda
Possess a large role in the story of the game, lack of many other supporting characters.
FF3: Xande
Game's true antagonist, and again not much else to choose from.
FF4: Baigan, HM: Zemus
I've always found Baigan to be interesting, and for a moment I did believe he was joining my party. Zemus is the game's main antagonist, and though he most likely would perform badly should have a shot at least once.
FF5: Boko, HM: Xezat Matias Surgate
Boko is most likely the only FF5 character left that I could see really getting votes. Xezat will be able to get votes based on his name.
FF6: Gestahl, HM: Vargas
Gestahl has tried and failed once before and I doubt a second trip would be that much different. Vargas could be someone new at the least.
FF7: Genesis Rhapsodos, HMs: Kadaj, Shelke the Transparent
Strong game that yearly sends in many new recruits. The choices are almost limitless, but I believe Genesis to be the most popular choice here. Kadaj and Shelke should both be strong enough to avoid boots.
FF8: Ellone, HMs: Raijin, Adel
Tough call to make, but Raijin has never been as popular as Fujin and Fujin did particularly bad this outing. He could likely still outperform the others, but let's go with a story heavy character.
FF9: Garland, HM: Fratley
We've seen the game's best NPC perform badly this game, but I have to believe at least Garland could do a little better than that.
FF10: Yunalesca, HMs: Shuyin, Baralai
Another game rich in possibilities. I feel Yunalesca could perform well, and it's fun to see Shuyin again just for the novelty. Gippal received the nod this time and nearly survived the boot round, Baralai should do better.
FF12: Vayne, HMs: Marquis Ondore
Vayne and Vayne and Vayne and the rest of the NPCs become playable in later games. I am forced to believe Ondore's lies.
FF13: Dysley, HM: Cid Raines
Easy choice here. Cid gets a HM due to a small roster.
FFT: Dycedarg, HM: Folmarv
With many of the relevant characters being playable in this game, it makes for slim pickings. I believe these two are easily the most notable however.
FFTA: Mewt, HM: Doned
A major character in the game and one I'm sure people would have a lot of fun with due to Marche.
