Well yeah, that's why there's such a strong anti-bender sentiment in the city.
Though in the old series, benders had way more power than the normal guys, too. I guess because of the Fire Nation, the benders were seen as hero warriors and not the "1%". Though I wonder what non-benders in the Fire Nation thought of firebenders...
