Amon did touch the guy like Aang did though. I guess he is using the same thing, but the only ones to really know such a thing exist is Katara and Tenzin, then whoever else is alive from Aang's group.
There was an interesting theory I came across
basically the theory goes that Amon didn't really energybend but made it seem that he did. In "The Guru" the guru talks to Aang about one of the chakras being based in the forehead and being blocked by illusion or whatever so maybe Amon did something with that and "blocked" the bending but didn't get rid of it
