That level doesn't even have any places where you can realistically run out of air. There's all sorts of spots where you pop out of the water and a few water bubbles. His complaints are fair for Labyrinth but not Hydrocity. Hydrocity is probably the best water level from that era.
Given his awful opinions I'm surprised that Undertow from Ristar didn't make an appearance.
