Yeah, Fang should literally be the strongest and have the second most HP of anyone. So I dunno what to tell you there.
Here's what you could do:
Put in Vanille as your medic
-Equip her with HP boosting accessories
Get rid of... probably Sazh.
-IF you're going to keep Sazh, you better ****ing make sure he's casting Haste + Protect/Shell/etc.
So if you go to a team of Lightning/Snow/Vanille you can use a MED/SEN/MED paradigm for quick healing and protection. Make sure you're using Vanille to debuff Bart/Orphan. That's important. If you want you could have Lightning learn Bravery/Faith as a SYN if you're getting rid of Sazh to help give you another boost. Also you can toss aegisol and fortisol before the first stage to help you through that at least.
My team was Lightning/Vanille/Fang and it was a cakewalk. I mean, I don't get how you can beat the whole game and not the final boss. He's seriously not difficult at all.
