It doesn't matter what billing is or what the idiot management was contemplating I see Vince McMahon vs Hogan that's a cooldown match simply because the in ring "action" is going to be... well, look at who's in the match. I really doubt it got a bigger reaction than Trips/Booker

Part of that is probably because of how dead the crowd was at the end of Trips Booker, because no one expected Booker to go down from that pedigree after it took Trips like 30 seconds to pin him (Who booked that finish?)
