I think Ansem was the only special case Heartless.
Even Sora ended up being a normal shadow.
That's what I said. And as someone else mentioned, it's because he didn't have much darkness in his heart, which is probably correct.
Ansem was indeed the only special case. So I guess we can assume that the big Heartless bosses and high level ones belonged to the Organization.
