Silvercross's situation was much different. He was actually using his VIP account to socialize on the major social boards, which is forbidden in the GameFAQs VIP program.
You can choose what account you want to use as a VIP account. Yes, that includes being able to make a brand new account and applying for VIP on that account. You don't have to use your main account as a VIP account.
