Is your assertion that we aren't spending a dime on this thing? Because I'm 100% certain that isn't true. Also, even if people in their own countries aren't starving, that money could easily be given to people who are, in other places.
IIRC, there was a lot of discussion about building the LHC or something similar in the US, but it couldn't get enough funding and the plans fell through. I don't know if American taxpayers are funding CERN at all, but we're definitely not contributing the lion's share of its funding. And physics research has produced a ton of economic gain in the past century. CERN is a bad example of wasteful spending, because on the level of a society, physics research produces big profits.
