yeah, punk's main pushes have come as a result of timing more than the rest. punk won the ecw title because of the issues and concerns of drug use. punk won his first belt on the heels of that too. then jeff hardy came for the 2nd and besides being a natural fit, it was proven to be the right one, so he stayed fairly high on the card as a result. 'in case of emergencies, use punk.'
summer of punk though was new. at that point they realized they had a star who was doing good merch sales as a heel and getting over. so the promo happened and then they really couldn't let him go. vince does trust punk, but he also has reservations on him too.
i do think vince is aware that punk can carry a show though. they're... just not letting him do it. and i don't know why.
