Cena won't turn heel until he stops being hugely profitable. I think the flaw is that the WWE is not taking a serious enough approach to building up someone who could push merchandise just as well.
Punk does really good merch sales, but his problem is ratings. It's the same problem that keeps cropping up: the fans who spend money on the product have vastly different tastes than the fans watching at home for free, and Cena is the only one who captures a large segment of both markets.
