Yeah, Laurinitis was not very over back then I guess. If you keep putting him in angles with the huge stars, he'll grow, probably. Just make sure the angles are at least five minutes, as I believe they have to be that long to have an effect on momentum and overness (though you probably know that).
Consider hiring some talented indie female workers and trying to build up their overness while building up their current Divas' ring skills at the same time. Or turn the T&A levels up and just use them like less talented Attitude Era divas. Whatever to keep it from being a chore to book them.
