It's not that comedy characters have to be incompetent, it's just that WWE is so anti-comedy characters getting pushes that all the comedy characters we ever see are jobbers like Santino. R-Truth has gotten the best push of any comedy character I can think of, but I'd still be surprised if it lead all the way to a title run.
