There are so many sub-eras in those two years that it's hard to judge.
Russo 1 era (late 1999) > Johnny Ace era (late 2000) > Russo 2 era (mid 2000) > Kevin Nash era (early/mid 1999) >>>> Kevin Sullivan era (early 2000)
Johnny Ace era would trump all those if we got to include 2001 WCW though.
