Cena's comments on the Cena Sucks shirts are in character. He's almost always in character. I remember when he was feuding with Randy Orton, he was claiming on twitter and in interviews that he really didn't like Randy. Not that he has to like Randy Orton, but yeah, I don't think he'd even mention something like that if it weren't to promote the feud.
