It doesn't need the same level of sway of RBY to beat Dante; GSC's power on its own would be enough to take down Dante.
I think a lot of board 8ers are still suffering from withdrawal symptoms from GSC's 2010 GotD performance. Everyone in the know expected GSC to beat Majora, and perhaps even make a run to the semis or finals of the contest. But when that result turned into a 56-44 loss, everyone turned their back on the 2nd generation Pokemon game and its Pokemon. Board 8ers have now become so negative about sending anything from 2nd gen Pokemon into the contest setting.
But 44% against Majora's Mask, the eventual champion and now-revealed as a really strong game on the site, is STILL REALLY STRONG. In the X-stats GSC is ahead of LoZ: Wind Waker and MGS3 by a small but signifigant margin.
Lugia is THE mascot of GSC, the others like Ho-oh or starters are usually behind in online polls. Because of Lugia being on the cover and being more popular than Ho-Oh, I feel that the highest amount of GSC's power would be transferred to it over any other Pokemon from 2nd gen.
