AP Sion can't compare to a burst caster in damage though. He pops in, gets two noticeable hits if his shield isn't stopped, then is worthless for 10 seconds. That's a best case scenario where he can somehow use his stun on a priority target.
Compare that to, say, Annie, who can stun multiple people, does more damage, and has lower cooldowns, all while having longer range and more stuns so she is harder to catch.
Sion with Blue has a like 5-second CD on his stun, and 2 of those seconds are spent with the enemy stunned so it's an effective 3 sec CD.
Edit: 1.5 second stun but still
