In what way does "insane burst" not qualify a champion to be useful for its team?
You going to play annie support + auras to be more "useful"?
Sometimes your best option for "supporting the whole team" is by being so bursty that you shape fights from the very beginning.
AP Sion can't compare to a burst caster in damage though. He pops in, gets two noticeable hits if his shield isn't stopped, then is worthless for 10 seconds. That's a best case scenario where he can somehow use his stun on a priority target.
Compare that to, say, Annie, who can stun multiple people, does more damage, and has lower cooldowns, all while having longer range and more stuns so she is harder to catch.
