I can't use smart cast. It's faster, obviously, but I feel like I have less control over where I let my spells fly. Regular casting feels more natural.

AD Sion is easily better after a good laning phase. His kit is incredible, and he can work solidly with a good team, picking out squishy targets early on.
AD Sion doesn't HAVE a good laning phase. The one thing that makes AP Sion such a monstrosity is that stopping his farm is pretty much impossible due to his shield and stun. Building AP increases his burst, shield strength, and farming capabilities, which is more than AD Sion can say. AD Sion is piss weak without his ultimate up, and even then Enrage adds enough damage that he doesn't need to build AD to be an asset to his team.
His ult is useless when he builds AP, and his laning phase is fine, as long as you don't spam his skills. He can do fine solo top, able to counter harass and easily farm, and thanks to his stun it's easy for a kinglet to gank his lane.
