If you are mid, boots 3. Depending who you are against you might need to start with your E to avoid heavy harass. If not you start with your W and poke when you can. If you start with E then you can't really harass till level 3. If you start with W you can harass at level 2 depending on how much you want to trade. Q+W does a lot of damage, more than you'd think so don't be afraid of using it. Don't lead with your E ever unless you are going for a 100% kill or know you are safe from jungle ganks, at low levels E has too high of a cooldown to use it twice if you get ganked. Pressure during level 5 so that at level 6 if they are 75% or less you pretty much have a for sure kill with Q+W, Ulti, and then Q+W again + E if you need the extra damage and don't mind tanking a few turret shots (which you can). Fizz's strong points are his levels 3 to about level 16ish. Once everyone has their main items and everyone is level 18 his damage falls off a bit and you have to be really careful in team fights. Just because you have a RoA doesn't mean you won't melt in 2 seconds.
Top is cloth + 5 since you are probably against an AD bruiser of some sort. You can sell it later on in the game if you need the money, I don't really like building it into Ninja tabi since sorc boots are much better. Top you can usually start with W and harass a lot if you know what your opponent can do. Don't be afraid of taking damage since you have pots and you can diminish the effectiveness of their pots with W. I go 9-21-0 since I know I'm going to be taking hits and just being able to poke a lot with Q+W does a lot of damage.
