I'd say she improves as the show goes on, but ultimately feels overshadowed by pretty much everyone else anyway.
Pretty much this.
By the fifth through seventh seasons and the movies she's a pretty respectable character through and through, but she still manages to get quite overshadowed.
Really, the female characters of TNG in general are kinda like that. DS9 and Voyager both had better female casts overall.
