Are A and U the next two most common letters? If not, why does Section 116 of the Constitution of Australia give preferential treatment to those three vowels, but not the other two?
No, the next most common letter is R with 19 uses. I believe the preferential treatment is due to the lack of mouth movements available to the australian peoples, their bodies having only evolved far enough to talk in grunts and animal noises.
