It was bad enough when Shirley was hopelessly in love with Lelouch. The fact that seemingly half of Kallen's screen time in R2 was devoted to her feelings for him was very annoying.
That's because it was an important element to Kallen's development in the second season. The first season, we saw her motivations to fight (her land, her brother, and finally her mother), but the second season focused more on her relationship with Lelouch, It did a lot to make Kallen a more interesting and endearing character.
