They think that by putting penalties on the used-buyers they'll get anywhere.
Why not... get people to not sell their games? Ya know, by releasing good ones instead of not-even-half-games that are 25% Game 25%Mindless Multiplayer, 25%DRM and 25% Disc Locked Content.
Maybe that's too logical.
Also, I hope the US follows suit with the "You can resell digitally distributed products" ruling (In short, **** the EULAs, you OWN what you buy) that happened over in Europe. (Oh wow, the EU not being backwards for once? WHAT IS THE WORLD COMING TO?!)
