Kira and Odo are actually the best characters, but Kira is an incredibly divisive character so this doesn't really surprise me. Meanwhile, Ed loves the heck outta her.
Sisko, Dax and Bashir were the characters the writers struggled with the most out of the gate, so naturally they get the most improvement.
