because zombie flesh is infected
depending on what you read, they will eat all living and dead things that aren't zombies
But they become infected as soon as they're bitten. They only refrain from eating other full zombies. And other zombies are the easiest targets. It would make more sense to me if like half the zombies were biting each other, but by sheer numbers some still happen to go after the living.
