honestly, the 90s list is missing the better series in it. i mean it's great you have Animaniacs, Rocko, and Reboot, but Kablam, Hey Arnold, and Recess aren't as good as the rest of the list. instead you're missing Gargoyles and Darkwing Duck most notably as they hold up incredibly well. Swat Kats, Tale Spin, Chip & Dale also are worth mentioning as they've around Tiny Toon Adventures tier. Freakazoid varies a bit too, but the good is among the best, while the bad is among the worst. Batman Beyond also gets quite underrated.

for the 00s, the biggest omission is Spectacular Spider-man. and by biggest i mean "it beats the hell out of everything else on that list as well as most of the 90s." and i don't get how you could include TAS yet not include Justice League in the 00s portion.

but the main thing about the 90s, and why it wins, is that it has both quantity (you can name a top 20 cartoon that aren't for adults - south park and duckman - easily) and the quality to match on a lot of 'em. a lot of the problems of the 00s is that it lacks the numbers to make a good top 10 and it's spread across the decade really badly. 90s was consistent, show after show, from Nick to Disney to WB to Cartoon Network. you had actual variety and shows that were actually damn good. sure a lot of Cartoon Network's was B tier (e.g., Johnny Bravo), but that's because the A was that much better.
