This is dumb. "Real terrains" don't do anything but give a random advantage to someone (every single case of arguing the terrain in past MPFC matches has been "well this guy can totally win if we just let him start in a position where he's hidden and get the first attack because the opponent has no idea what's going on" and that's just going to continue), the "knows there's a fight and wants to win" clause is necessary because otherwise we get into stupid arguments about how character A will win because character B just flat out won't even try to defend themselves, the point of this is to have the characters actually fight, otherwise you're just trying to bias the contest against certain personalities by allowing "oh the opponent just won't realize they should try to win until it's too late" crap, it just opens up out of character behavior.

And there's nothing wrong with rules that supposedly encourage speedbliztes, if that's in-character for the entrant in question - it's an entirely valid argument and a useful tactic and entirely in-character for some. With a contest like this, you can deal with them by creating people who aren't complete glass cannons (seriously, most of the anti-speedblitz sentiment has always been people whining that their pet character whose biggest [only] flaw is pathetic durability doesn't get a free pass when fighting an opponent much faster than them who has no reason, in or out of character, to not use their speed advantage).
